Every New York dispensary is required to designate an Employee in Charge who is 21 years of age or older and is responsible for the core day-to-day function of the shop. This person is responsible for submitting required reports and notifications to the OCM, maintaining the dispensary's staffing plan, and updating that plan within five business days of any change in employment status. One person can't serve as Employee in Charge at more than one dispensary at the same time. OCM Responsible Workforce Training

As of April 2025, New York requires all employees working under a licensed cannabis business to complete the OCM's Responsible Workforce Training within 30 days of their start date. The four-part curriculum includes a Cannabis Product Safety and Responsibility course developed by the OCM, a Cannabis Workforce Responsibility course developed by the New York State Department of Labor, at least two hours of licensee-provided role-specific training, and at least one hour of implicit bias and cultural competency training. All training must be completed during regular work hours, and employees must be paid their usual rate while completing it.
